Efforts to frame issue to create favorable impression: during crises, media less likely to challenge administration pr strategies. Because it sometimes works, and you cannot know ahead of time when it will work and when it won"t. Because presidents and their staffs think it actually works, and don"t learn from failure: a single success will become the model, failure attributed to we didn"t do it right, rather than this never works.
