Social change and hiv in the former ussr. The sudden collapse of the soviet system disrupted the basis of the organization of production. The dramatic economic changes have been associated with the deterioration in the health of the peoples of the former soviet union. Health costs increased as a result of the partial privatization and commercialisation of many health services. Doubts remain about the validity of the prevalence data based on mass screening and screening of risk groups. For a person to be registered as hiv positive two tests must be performed as well as clinical investigations. Many hiv cases are not registered because people refuse follow up procedures, or health services are unable to provide them or fulfill reporting requirements. Registered hiv infections may reflect over-reporting bias among idus. Many people living with hiv may not be recorded because many are detected when diagnosed with aids. For those reasons, trends rather than absolute numbers are more important.
