Found that even in institutions where everything is determined for you, individuals can still have agency but how they have agency is different: Patients would purposefully act out their disability to get out of certain activities: broken windows: space/place theory of crime. Residents (non-criminals) withdraw from neighborhood social life because of fear of crime. When neighbors withdraw, no one is watching and there is a greater opportunity for people to get away with crime. Residents" ability to come together to solve problems. Evidence of there being a crime is good predictor of crime. Disorder is the antithesis of pure community . Perceptions of disorder depend on context, not actual disorder.
