Independence: natural consequence of sovereignty, states excercise authority over other states and this excercise of power is recognized by other states. Religion: how the community interpret their role in the universe, based on the teachings of local culture, and how differents religions come out of different cultures. Culture: the social forces within a community involving its conventions for behavior. In an international system, this leadership is exercised by a state who has the power to fulfill this role (hegemon: other states then must define their relationship with the hegemon. States can give consent, oppose, or remain indifferent to the hegemon. Ex: the sumerian state system: the kind had a religious legitimacy, one city had authority over and between cities, but not enough authority to interfere with their internal affairs. As a coercive/hegemonic empire with indirect conquest and control with power.
