Indigenous poverty & exclusion is part of a larger story. Relatively recent origin, preeminently modern" political form 9democratic, authoritarian, monarchic, capitalist, socialist etc. ) Bureaucratic administration expands influence across vast territories. Scott examines encounter between state-governed & self- governing peoples. Central authority necessary to prevent war of all against all. Idea that ppl joined states for protection & stability makes little sense, considering that most of the population of the early states were unfree. Sedentary agriculture was basis of state power. = property rights in land, patriarchal family. State organized forces captures land and work. War, colonialism: non sedentary agriculture driven out. Many ppl avoided states by moving to the hinterlands & hills. Hinterlands & hills = shatter zones from violent state formation processes (slavery, taxation, warfare)
