Began defining terrorism and examined the history of terrorism: terrorism begins with french revolution, meaning has changed multiple times since, modern definition begins after wwii (1946) 9/11 in perspective: just under 3,000 deaths. Only 16 terrorist attacks have ever killed more than 100 people: none other than 9/11 have killed more than 400. 9/11 didn"t change terrorism, it changed: political responses to terrorism, saliency of terrorism, media coverage of terrorism, military focus on terrorism. Watershed moment for u. s. and world: international relations changed, domestic politics changed. Security became a much bigger concern: international organizations changed. Un and eu became more security focus and less humanitarian aid focus. Agenda setting: changes public agenda, illustrates resistance, can reject but no longer ignore. Often times this is very costly to the terrorist. Undermine the government: disrupt rule of law, humiliate government. To show they are not all powerful: create tension inside government.
