You are only comparing the people within the same groups. Lower within group variance is probably better: between group variance. Variance due to systematic differences in levels of the independent variable. Therefore the means that they are produced should be different. But this also includes some error variance. Because the data that go into computation of group means are not all the same. Want greater variance between groups because it should reflect stronger effects of independent variable. If there is a lot of variability between groups (within variance) = not good/ you could have messed up.
