Skinner says that a stimulus controls a verbal response when we would normally say the response refers to the stimulus. We identify the stimulus when we hear the response, so we cannot predict verbal behavior, we don"t know the stimulus until the response. Skinner uses things like operant and response strength which are just paraphrases of interest, intent, and belief. Skinner says confirmation is generating additional variables to increase probability. Basically is referring to justified belief or warranted assertability (just trying to replace mentalistic terms with behaviorist terms that don"t have the same meaning) Skinner asserts that reinforcement is necessary for learning and other behavior is empty. Chomsky uses the term so loosely that he is just replacing words like "wants, likes, wishes were the case" Chomsky also criticizes some of skinner"s new concepts.
