At 7 to 8 weeks, tends to take one of two paths. Male lengthens shaft and closes opening that results in penis and testicles encased in skin. Opening does not fuse all of the way, only partially: in reality, we have all the same tissue- just organized differently in males and females. In males, the tissue is on the outside of the penis. In females, the tissue is on the inside: visible part of the clitoris is only part of it. (like the head of the penis. )
