Problem with the 3rd wave was that it was never as far reaching as we might think since most of the countries are still non democratic. Most countries have quasi authoritarian regimes meaning that they did not complete the transition to democracy or did not even try to transition and have stayed robustly authoritarian. Nondemocratic regimes can be put into two categories: Hybrid regimes (levinsky) - combination of some elements of democracy and some elements of authoritarianism. Competitive authoritarian/hybrid regimes (levinsky) - from the outside most of these regimes look democratic since they have some formal constitutional trappings of democracy: elections, opposition, legislature, parliament. However, even if they look like democracies they are not. Because the game is not fair because it"s tilted towards one player who is already in power. The guys in power don"t cancel elections or kill/imprison their political opponents.
