One of the functions of price is to ration resources and goods and services. What do we mean when we say price serves as a rationing device? Elaborate your response in relation to scarcity and in terms of the demand and supply model

During WWII, sugar, gasoline, meat and other goods were rationed by the US government. Families were issued ration cards that allowed them to buy a government determined quantity of rationed goods. Why would the government bypass the free market in time of war? Is government rationing, rather than rationing by price through the free market, supply and demand, a good idea? How does government rationing affect the allocation of resources? (Chapter 1 reading) Does it make sense and if so, when does it make sense? Did the government ration items during the past hurricane a couple of years ago in New Jersey and New York (Hurricane Sandy)?
