Refers to obsession with risk and security - more we know about risks the more fear we have. Even though many of the risks may never happen we always feel like we must focus on making them never happen by preventions. We will take the precautions not matter what the likelihood of the occurrence. Responsibilization: making citizens responsible for their own risks and security.
