Functions of the state: control territory, defence, provision of domestic order, provision of services, development of infrastructure, redistribution of resources (tax) The process: define objectives according to values, define nature of problem, search for information, define all action options, assess options (cost benefit, risk, outcomes, compare and rank options, choose optimal option. Rational catalysts: global decline in us of force, diplomacy impotent, cannot apply military force (costs, domestic oppostion, strategic paralysis eg. nuclear standoff, cannot go to war, target country is a friend". Liberalism of privelege: globalisation controlled by strong democratic hegemon, robust regimes, open markets and int institutions, seen in post 1945 order with us weakness of current liberal order, unresponisve to needs of weaker states, us look to uphold current order, which favours them. Reverberation: int. pressures reverberate within domestic politics this tips domestic balance and influences int. policy making, positive widens win set and thus ratification, negative unfavourable policy reached.
