War of all against all : the state of nature is a miserable state of war in which one of our important human needs are reliable realizable, state of nature = state of war. The basis of human motivation: believes we naturally fear others; unless a social contract is put in place, we will destroy each other. In order to be protected, we have to submit to an unconditional, undivided absolute authoritarian power: authoritarian power / sovereign is needed to stabilize a divided society. Natural law: can be discovered by reason alone and applies to all people. Idea of good government contributes to the common good. Similarities and differences between hobbes and locke on natural rights: Similarities: life, liberty, and property as natural. Differences right to preserve one"s self: motivated by a fear of others, free for all society.
