It means that the territory was not previously subject to control by any other power. Royal proclamation of 1763: issued by king george iii, it divided up the territory acquired by britain after the seven years war with france, and which committed the crown to enter into negotiations over territory with the aboriginal people. Treaties: negotiations lead to signing of treaties which are binding legal agreements under canadian and international law, still in effect today.
