Unfortunately the absence of past success in improving efficiencies has lead to a loss of motivation for a lot of people on the topic. To achieve such standards means to reinstate trust between politicians and the public, the extinction of unreasonable barriers and government spending and emphasizing sustainable leadership based on values, moral code and transparency. One may argue that seeking both self-sustainability and a system that adapts to our social and economic changes, within a certain time horizon, is counter productive and even a little oxymoronic.
