Police warning, community programs: extrajudicial sanction- measures decided my crown. All available sanctions other than custody should be considered. Sentences cannot be greater than an adults when convicted of the same or similar crime. Custody cant be used as social service. Most serious violent offenders may be tried as adults. Alternatives to incarceration: conditional sentencing- goal is to reduce prison population, boot camp- correctional institutions where inmates are treated like army cadets.
