Chapter 12: Implementation Exam Outcomes
When are logic models useful?
Useful to help identify steps needed to implement and manage a successful program, while it
shows connections among key components of the program.
What are program level models and what do they consist of?
Program-level models are often summaries of complex processes and requires more models to
depict each section.
Consists of inputs, activities, outputs and outcomes.
What are outcomes broken into? What do the statements usually consist of?
Outcomes are broken into short-term, mid-term and long-term, while some models have the
“impact” step following outcomes.
Usually composed of if…then statements which should create the links to the chain of
reasoning that take planners from resources to outcomes.
What do some state about implementation?
Some state that implementation is 1/3 stages of program diffusion preceding adoption and
sustainability.
Briefly describe Phase 1 of Program implementation.
Phase 1: Adoption of the Program
Great attention to detail and care must be put into the marketing process to ensure that a
relevant products is planned and those in the PP will want to participate in it.
Briefly describe Phase 2 of Program implementation.
Phase 2: Identifying and Prioritizing the Tasks to Be Completed
Planners must identify and prioritize small tasks prior to implementation of a program.
What is the basic timeline for a needs assessment?
1. Appoint committee
2. Determine purpose/scope
3. Gather data
4. Analyze data
5. Identify risk factors linked to health program
6. Identify problem focus
7. Validate the need

What are the major similarities and differences between Task Development and Gantt
charts?
Task development and Gantt charts both have rows (LHS) to represent tasks/activities
completed and columns to represent periods of time.
The major difference is that the task development chart identifies tasks and the time frame in
which they need to be completed while Gantt charts provide an indication of the progress that
has been made toward completing that task allowing for an update of progress regularly.
Briefly describe PERT charts.
PERT charts are more complex, and composed of a timetable and diagram. The diagram
represents the relationship among the tasks completed and the order of completion.
The timetable includes three estimates of time for completion of each task w/ an optimistic,
pessimistic, and probabilistic time frame.
Briefly describe Phase 3 of Program Implementation.
Phase 3: Establishing a System of Management
It is challenging due to the number of responsibilities associated with task managing due to
change that can occur throughout the program, requiring management to be efficient (best use
is made of resources) and effective (meet stated objectives and goals)
Briefly describe Human Resources Management.
- There are four functions (PADS):
Personal planning
Acquisition of personnel
Development
Sanction
What are the five things that you must know in the function of personnel planning?
- Must know:
I. What tasks must be completed by personnel
II. What knowledge/skills the personnel need to complete the tasks
III. How many people will be needed to complete the tasks
IV. How to describe the jobs
V. How much compensation is appropriate
Briefly describe the function of acquisition of personnel.
