Despite bringing immigrants, unemployment is too high which shows there is a mismatch: ensuring full utilization of the workforce: have to overcome unemployment in rural areas, and in order to bring about full utilization and to overcome chronic unemployment you should develop policy to encourage marginalized groups to join the labor market such as disabled, women, etc, responsiveness to demographic and economic changes: there should be an appropriate response to the new demands of the market in terms of skills.
