Deception - what it takes to stay in power is lying to prevent panic and keep a public appearance that matters more than reality. Better to be feared than loved in order to stay in power and make a lasting impression - cruelty must be well-used, short, and decisive. Country is more important than your soul: departure from the norm by using empirical data and real cases of authority. Laws of nature : a man seeks peace and follows it unless attacked, a man must be willing, when others are willing, to lay down some of their liberty for peace. Lockean man is first a property owner (a proprietor) whereas a hobbesian man is brutish unless ruled. Locke on the sovereign: has conditions on sovereign"s power versus ultimate power of hobbesean nature in the state of nature, locke says that people aren"t out to get each other (only a few bad apples out there).
