It is extremely difficult to define terrorism many groups think of terrorism differently. It is a weapon of the weak and a pejorative term. It violates the geneva convention by taking hostages and attacks on civilians. Terrorists are not criminals: different motivation even if same violence. Motivation determines if it is terrorism: if the person has a goal of a larger audience for political purpose, it is considered terrorism. Strategy to deliberate the creation and exploitation of fear through violence of threat of violence in pursuit of political change. Militant groups: a group that uses terrorism as one of its diverse military tools. Public, organized, deliberate, systematic (not indiscriminate or accidental), intimidating. For a new and better society to replace a corrupt and undemocratic political system.
