Tracked into vocational education programs, only because could not master english quick enough. Must gain basic knowledge of english which meant falling behind in other course subjects. Knowledge of spanish treated as a handicap & not an asset. Maintenance model: goal is to preserve & enhance students" skills in mother language while they acquire a second language. Maintain spanish literacy, does it lead to the detriment of rapid english acquisition. Led to government subsidized cultural enclaves, american classrooms become balkanized . For first 5 periods were separated from general population.
