Problem: a rational person would not invest in a collective good because they would rely on the participation of other people, because of the fact that no one can be excluded once it exists. Solution: (1) selective incentives and (2) punishments. Selective incentives/benefits: dangling goodies, are only provided to people who do their part, people who help produce the collective goods. ex: the donkey and the carrot.
