Who: germany mainly and allied forces (especially france) What: germany loses territory, has to pay reparations to france, dehumanizes germany and they are forced to admit that they started the war, helped to end wwi. Why: the allied forces in europe needed someone to blame for the war, france was especially bitter because so much of their land was destroyed during wwi.
