As soon as 10% of the population in a state agreed, the state could rejoin the union. 1. grant amnesty and restore the rights of citizenship to most confederate, as long as they took an oath of allegiance to the union. 2. as soon as 10% of citizens in state in the south, they could form their own state to abolish slavery. Prevented the readmitted states from sending their new representatives to congress; didn"t want former confederate leaders in congress. Lincoln pocket vetoed the bill so 10% stayed. Lincoln gets assassinated and johnson, who was a southern democrat, takes over; this shows the south that lincoln wanted the south readmitted. By 1865 every state had to join the union.
