Difference between deviance and crime: deviance is going against society rules; norms. You won"t be put in jail, but someone may get upset with you. Any violation of any rule is deviance: crime is breaking the law. Violation of these rules, you will be punished by the state. They weren"t necessarily targeted at the drugs, but at the users whom were seen as a threat: some laws are a deep normative consensus (agreement). We can argue the punishment of murder, but not many people would argue whether murder should be illegal or not. We agree on it: other laws are not of agreement, but come out of conflict. They come out of group conflict, where two or more groups battle it out and one side, the side that"s stronger, wins; they"re the ones that get to enact certain laws. An example of group conflict: tobacco companies. Back in the day, they used to be extremely powerful.
