Radicals were speaking up for the abolition of slavery and demanding reconstruction policy. Managed to win broad republican support for parts of their reconstruction program. During this time the democrats were the south and the republicans were the north. 1863 lincoln issued the proclamation of amnesty and reconstruction. 10% of the voters had to give an oath for the allegiance to the union to rejoin. High ranking confederates would have to ask for presidential pardons. The union also had to rewrite their documents in order to go back into the union. Didn"t support the republicans for giving blacks voting rights. 1864 - wade-davis bill was passed by the congress. Provided that a military governor would rule each former confederate state. After half the eligible voters took an oath of allegiance to the union, delegates could be elected to a state convention that would repeal secession and abolish slavery.
