What is law: law is: a body of rules for guidance of human conduct which are imposed upon and enforced among the members of a given state. There are also federal laws that govern the entire country: a set of rules which form the patterns of behavior of a given society. Atkins v. virginia (2002: death penalty and intellectual disability (id, 8th amendment ban on cruel and unusual punishment, atkins as an example of change, culpability (deserving of blame or censure as being wrong, evil, improper or injurious). Evolution in juveniles law: lwop & the dp. 5th amendment civil in nature and designed to incapacitate and treat the offender; double jeopardy (multiple punishments for the same crime) does not apply: upheld the ruling in kansas v. hendricks (1997) It is up to the states to determine how it will apply the law: upheld kansas v. hendricks 1997.
