Closer to the center of the universe is too hot, but once you get farther away the rocks have time to condense and form. Ices were able to form farther away from the center. Bigger planets were able to pull more of the gases which was more abundant in order to form them. The sun forms and it blew the rest of the gas away so the planets stopped forming and growing bigger. Inside the frost line: too hot for hydrogen compounds to form ices: accretion of planetesimals. Many smaller objects collected into just a few large ones. Leftovers from the accretion process created asteroids and comets. Icy comets are outside the frost line: terrestrial planet interiors. We can use what we know about the earth"s interior to tell us about other terrestrial planets: outgassing.
