▪ Clerk of the House lists the bill for first reading

▪ Relevant Minister makes a speech explaining the purpose of the Bill
• Debate follows

▪ Members of the House form a committee to consider the Bill in detail
o Third reading
▪ House votes on the motion, if agreed, Bill is read out for third time

▪ Procedures followed as in House of Origin
o Un-amended Bills
▪ House of Review passes a Bill without any amendments, Bill is
returned to House of Orogin and then proceeds to final stages
o Amended Bills
▪ Bill is return to HOO for reconsideration
▪ HOO may accept to reject for reconsideration
• If agreement cannot be reached between the Houses,
Government can either abandon the legislation or resolve
deadlock by calling a general election
• Known as double dissolution
• Final Procedures before the Bill becomes operational as law
