Ex. students in south korea spend 220 days/year in school, compared to the 190 days/year of their canadian counterparts. Issue of educational distribution within a nation: students in different countries perform differently in different skills. Issue of social factors: differences in educational expenditure between jurisdictions & in the socioeconomic background of students so great as to create large gaps in performance.
