Car got broken into called cops to recover lost goods (services) , people call cops. A lot of police citizens happen because of mental disorders (suicidal, sexually) Spend a lot of time to due with these calls. See the guy running on downtown east side pushing down old lady"s only. In vpd try to keep peace before crime happens. Downtown east side a lot of mentally ill and health problems (substance abuse, hiv) don"t pay attention to traffic lights, etc. About 25% are this type of people(mentally ill) who get arrested. Most just get a note to appear in court. 1% 1 out 100 people will suffer from schophnia higher number in prisons. 85% of people have a substance abuse in prison but in regular population it"s 25%. 10% personality disorder and about 85/90% in prison. Thinking of returning people to communities for specialized treatment. But in small towns they don"t have these resources.
