Travel counselors can sell all types of travel anywhere; lots of canadians work in this industry and are educated (82% have post-secondary education). There is a difference between the terms tour wholesaler and tour operator. Traditionally, wholesalers were intermediaries between the supplier and the travel agency, and no money was exchanged until the actual purchase took place. Most of the suppliers requested pre- purchase to guarantee a low price, and your operators were willing to invest in advance and do this.
