This is because most states are heterogeneous in population they hold no clear territory ( the population is dispersed within a state, or the world an) Nation state: two examples are japan and korea. Both states have a homogeneous population where they emphasize purity in race and discourage immigration. So they are both a nation and a state. The state is a political unit that has both soverignity and territoriality. Sovereneigty is the sole right to govern the state. Mostly anarchicx rule meaning there is not over arching force or authority that can enforce rules or regulations. Territoriality is that the territory is very clearly defined. Stares within contries are territorial but not soverign. yes they have a clearly defined territory but there is a over arching authority that can regulate it. ( municipal provinces, federal entire contry including provinces.
