It takes a lot more than just a simple wrongdoing for people to have the necessary outrage needed for an issue to socially develop as a scandal. Without mobilization, there is no scandal if the mobilizers stop, so does the scandal. People base their actions on perceptions of what others are doing or what others could do. Aligning yourself with others can result in a collective alignment, which can in turn, lead to an inversion of power. Multisector mobilization the more sectors are interested/outraged at a given social issue, the more likely a scandal is likely to break (because the outrage is coming from multiple sources as opposed to a single source)
