Women seek abortions because they don"t want or cannot afford a child. Prior to 1969, both abortion and contraception were illegal in canada. In 1969, trudeau"s government passed a rewrite of the criminal code which permitted contraception and abortion. Section 251 only allowed it if 3 doctors were present and the pregnancy as a threat to her life or physical or mental health. Dr. henry morgentaler was one of the first canadian doctors to provide vasectomies. The federal government proposed two laws to regulate abortion: first failed in a vote in parliament and the second passed in parliament but failed in the senate. No other laws regulating abortion have been passed. What makes it difficult is that an acceptable compromise is unacceptable.
