Document Summary
These are three classics on different issues of the political economy of china"s post-mao reforms. Naughton, barry, 1995, growing out of the plan: chinese economic reform 1978-93. Implications: efforts to redistribute/reallocate resources into the investment program controlled by the planners. Implications: a large volume of resources is concentrated in the hands of the central planners, which allows them to assume command of the entire economy. Naughton agree with these two explanations? (p. 20 on) Jean oi, 1992, fiscal reform and the economic foundations of local state corporatism in china, world. This well-cited article highlights the decisive role of the local state. Its main point is about the increasing fiscal autonomy of china"s local states and how it has provided the much-needed incentives for local leaders to carry out the reform programs. This reading can supplement the lecture on china"s reform characterized by hardened budget constraints without a wholesale privatization.
