Payments for environmental services have been proposed as a conservation technique. Cannot address every issue, but is a tool for specific issues. Ecosystem services are defined by the benefits people obtain from them. Of global ecosystem services are in decline. The study"s goal is to assess the impact of advanced pess over development in many different countries. Focus on efficiency of mechanisms to reach environmental objectives while also looking at the impacts of human welfare. Conservation is usually not profitable to land owner who could sell wood from trees or grow crops, so payments induce owners to conserve land. It is usually assumed that all ecosystem services are a public good (non-excludable/non- rivalry) User-financed pes, the buyers are the actual users of the es. Government-financed pes, the buyers are a third party acting in behalf of the users (government or conservation institution) Difference between the two is who is paying for the bills and who makes the decisions.
