The u. s. emerged as the leading world power after the war. Its ascendancy, repeating the british experience, was grounded in economic success. In the 1919 settlement, the major victorious states were democratic for the first time in history. The united states had passed britain in economic size and productivity in the late nineteenth century, but its lead continued to increase in the decades before and after 1919. In the initial years of the war, the wilson administration grappled with its policy toward. Europe along two fronts: how to get involved in the war to help bring it to an end, in particular how to deal with germany, how to foster a postwar order that would ensure peace. While the war in europe was deadlocked in trench warfare in 1916, the u. s. maintained its neutrality and sought to mediate a settlement for peace. There is no entangling alliance in a concert of power ~woodrow wilson.
