Develops the military force, key to empire"s stability. Vast empire, begins the start of the great wall. Great leaders believed to posses de (te), inherent power and virtue. Zhou called heaven tian (t"ien like the dbz character), and the emperor known as the son of heaven (tianzi) [t"ien tzu] Tian was the abode of great spirits [likely the wise] Emperor tasked with keeping good relations between heaven and earth, and when natural disasters or social revolts occurred, mandate revoked/lost.
