What diminishes state repression: political democracy, economic development. Political democracy is more impactful than economic dev. Efforts to start democracy externally and internally have been more successful than starting economic dev. Activists usually call for democracy as a solution to many problems. The perceived benefits of repressing exceeds the costs. There arent viable alternatives for socio-political control. Probability of success from repressive action is high. There are ways of governing that are more democratic than others . Political parties, more voter turnout, constraints on leaders power. Repression - involves the actual or threatened use of physical sanctions against an individ or organization within the territorial jursidiction and deterring specific activities and beliefs perceived as challenges to gov"t personnel, practices. When state uses its power to abuse rights of expression (not torture and stuff) Increases cost of repression - can get booted out of office. Individuals tend to have certain values of communication and toleration.
