Doctors without borders split from icrc which not only provided aid but also condemned state policies that they believed created suffering in the first place attacking root of it through naming and shaming long term. Humanitarians want to be both of these things but its hard to be both in a civil war. Impartiality - aid is delievered solely on the basis of need without consideration of the political or military allegiance. Neutrality - intervention strives to avoid affecting the balance of power between the contending parties.
