Terrorist actor: the person who carries out or assets with the planning of a terrorist attack. Includes all members of the terrorist organization, including those that help plan the attack, build weapons or explosives, or provide transportation or other supplies. A person can be classi ed as a terrorist actor even if the attack failed, was interdicted by authorities, or was never carried out. To qualify as a terrorist actor, the person must have the intent to bring violence into play; this intent must be combined with the capability to carry out the attack. Without intent, without the knowledge that his or her actions will be used as part of a terrorist attack, the person cannot be a terrorist actor, but simply a supporter. Terrorist organization: an organizational structure that is committed to a de ned cause or motivation, in uences terrorist tactics and strategy, and provides a framework for planning and support; no single structure.
