Chapter 19 politics in the age of enterprise, 1877-1896: the politics of the status quo, 1877-1893. Rutherford b hayes became president in 1877 and the era of sectional strife finally ended: the washington scene. Hayes most demanding task was dispensing patronage under the spoils system. Spoils system blamed for assassination of president garfield. Pendleton act (1883) established a non partisan civil service commission to authorize federal jobs. Democrats favored states rights, republicans kept whig ideas of federal government. Republicans valued tariffs to protect american industry: campaign politics. Taking a stand was risky because parties were so balanced: the ideology of individualism. Success in one"s earthly calling revealed the promise of eternal salvation: social darwinism. Herbert spencer: the supremacy of the courts. Residual powers left states in control over social welfare against the liberty of individuals to pursue their private interests.
