The course will address several themes, including: the consolidation of power by the federal government; the emergence of the. Course requirements: regular class attendance, four assigned readings, two tests, and final exam are all required to pass the class. Each test and the exam will be based on the lectures as well as on the assigned outside reading for that section of the course. Other than in the case of a dire emergency, no student without permission from the instructor prior to the day of the original test or exam will be allowed to take a make-up test or exam. The tests and the final exam will be given equal weight in determining the final grade.
