Live loads are non permanent loads in the structure such as furniture or people. American society of civil engineers puts out an advisory on what live load capacities should be for all different types of buildings ex approx 60 lbs/ft^2 in classrooms. Much more important since live loads can change easily like going from a classroom to storage room to conference room etc. Much larger safety factor on these libraries have very high live loads, something like 150 lbs/ft^2 compared to about 35 for a bedroom. Parking garages have fairly low live load bearings in the range of 20 lbs/sqft in large part because they are unlikely to change in load. Dead loads are the loads that come from the building itself and not easily changed. Easily calculated since we know the weight and amounts of the materials.
