Indian tribes are considered sovereign nations, they do not have to follow all the u. s. laws. Not subject to all federal law and state law. Probably law must exist and the person must be doing something illegal in order for them to be pulled over. Immigrants must also have every documentation saying that you can be in this country: the fed can take down state law. If congress law overlaps state law, then the federal law supersedes it. If congress has not acted, or not intended to preempt, then the states may act.
