Walter lippman = pioneer of pre-theoretical stage -> wrote book called public opinion -> ch1 = the world is outside and the pics are in our heads said mass media connects the two ! Surveillance process of newspeople scanning the info that is in the environment and deciding which of the many events that are occurring deserve attention in their news outlets ! Correlation the way that media directs our attention to certain issues thru communicating them to the public and to policymakers: 2) establishment of theory ! Media would become agenda 4 public !
