The experience of practical problems in our field. Literature: requests for proposals (rfps): describe some problem that the agency would like researchers to address. The approach they would like to see taken to investigate and address the problem. The amount they would be willing to pay for such a study: influenced by background, culture, education, and experiences. Most research questions are geared toward our clients.
