Agency controls: executive controls= president has veto power over enabling legislation and can appoint/remove agency officers. Legislative controls= congress gives/limits power to an agency through enabling legislation and can take power away; also funds the agencies. The administrative process: administrative process= the procedure used by administrative agencies in the administration of law. Arbitrary, capricious, or an abuse of discretion or are unduly burdensome .
